History Via The Richmond Historical Survey:

This house was built in approximately 1870-1875 by William S. Hagar. The house is a good example of decorative Victorian architecture. The house is a three-story structure with a central tower which is its most outstanding and decorative feature. William S. Hagar was the first of the shipbuilding Hagars although he built no ships but inherited part of the family fortune. The Hagars built 21 vessels in Richmond, most of which were square riggers.
